Product Management Product Strategy Question: HDFC Bank PayZapp strategy against UPI leaders

Introduction

UPI in India is a two-horse race: PhonePe and Google Pay together handle well over 80% of transaction volume, with Paytm a distant third. HDFC Bank, the country's largest private bank and its biggest credit card issuer, has its own payments app, PayZapp, relaunched in 2023 with UPI, a wallet, bill pay, vouchers and the Pixel credit card, and refreshed in 2024 with swipe-to-pay and a passbook. Its UPI share is still small. The prompt asks: what should HDFC Bank's strategy be for PayZapp against PhonePe and Google Pay? This includes the uncomfortable option of not competing head-on at all.

Key business objectives:

  1. Keep HDFC Bank customers' daily payment activity, and the data it creates, within the bank's ecosystem
  2. Drive usage of high-margin products, especially credit cards, through payments
  3. Avoid spending heavily on a UPI market share battle that has no direct revenue (zero MDR on most UPI)
  4. Prepare for NPCI's market share cap discussions, which could open space for smaller apps

Approach:

  1. Clarify strategic goals
  2. Analyse market and competition
  3. Define vision and roadmap
  4. Prioritise initiatives
  5. Plan execution
  6. Set KPIs
  7. Manage risks

Step 1

Clarify the Strategic Goals (3-4 minutes)

  • Is the objective UPI market share for its own sake, or using PayZapp to deepen relationships with HDFC Bank customers?

Why it matters: Chasing share means competing with cashback budgets against Walmart- and Google-backed apps. Expected answer: Deepening relationships and driving card and lending revenue; share is a means, not an end. Impact on approach: Strategy should target HDFC's own customer base and card users first.

  • How much is the bank willing to invest, and over what horizon?

Why it matters: PhonePe spent years and large amounts of capital to reach scale. Expected answer: A meaningful but disciplined budget, with a three-year path to clear unit economics through cards and lending. Impact on approach: No blanket cashback wars; targeted incentives only.

  • What is the role of PayZapp versus the main HDFC Bank App?

Why it matters: Two apps can split attention and engineering effort. Expected answer: The bank app is for banking; PayZapp is for everyday payments and Pixel cards. Impact on approach: We must define a sharp, non-overlapping job for PayZapp.

Key strategic assumptions:

  1. PayZapp wins by being the best place to pay with HDFC credit, not the best generic UPI app.
  2. The bank's 9+ crore customers and roughly 22% share of credit cards outstanding are the core assets.
  3. Profit comes from credit (cards, credit lines on UPI), not from UPI transactions themselves.
