How should Mercado Pago become the primary bank for its users in Mexico once it holds a banking licence?

Strategic Thinking Market Analysis Roadmapping Fintech Banking Mexico Product-Strategy Digital-Banking Mercado-Pago
Product Management Product Strategy Question: making Mercado Pago the primary bank for users in Mexico

Introduction

MercadoLibre has said it intends to obtain a Mexican banking licence for Mercado Pago, with the ambition of becoming Mexico's number one digital bank. A licence changes what Mercado Pago can legally offer (insured deposits, payroll accounts, a wider credit book), but it does not by itself make anyone switch. In Mexico the "primary bank" is usually the account where the nómina (salary) lands, because that is where bills, SPEI transfers and cash withdrawals flow from. Today many Mercado Pago users hold money there for marketplace purchases, cashback or yield, while their salary still arrives at BBVA México, Banorte or Banco Azteca.

Key business objectives: turn Mercado Pago from a secondary wallet into the account where income lands, grow low-cost deposits to fund the credit book, extend credit responsibly using marketplace and payments data, and defend against Nu México, Stori, Klar and the incumbents. I'll clarify goals, analyze the market, set a vision and roadmap, prioritize, plan execution, define KPIs and cover risks.

Step 1

Clarify the Strategic Goals (3-4 minutes)

  • I'll define "primary bank" as the account that receives the user's main income and handles most of their outgoing payments. Should I use that definition, or does leadership mean something narrower, such as share of deposits?

Why it matters: A deposits target leads to yield promotions; an income target leads to payroll portability and bill pay. Expected answer: Income landing in the account plus most monthly spending going out of it. Impact on approach: I'll build the strategy around nómina portability and daily-use payments, not rate wars.

  • Which segments matter most: salaried formal workers, informal workers and gig drivers paid weekly, or the merchants already using Point terminals?

Why it matters: Roughly half of Mexican workers are informal, so a payroll-only plan misses a large share of the market. Expected answer: Both formal and informal earners, with merchants as a channel. Impact on approach: Two paths to "primary": payroll for formal workers, weekly income and merchant deposits for informal ones.

  • What timing should I assume for the licence, and what constraints come with it (capital, CNBV supervision, IPAB deposit insurance)?

Why it matters: Products such as insured accounts and payroll accounts depend on the licence date. Expected answer: Licence within 12–18 months; build what can be built today, launch bank products at conversion. Impact on approach: A phased roadmap: pre-licence habit building, then bank-only products at launch.

Key strategic assumptions:

  1. Success means income in and daily spending out, measured monthly.
  2. Formal and informal earners both count, with different on-ramps.
  3. Profitability matters: deposits must lower funding costs, and credit losses must stay near current levels (credit card 15–90 day NPL around 4.6% group-wide in Q2 2026).
